The budget session of the Federal Parliament has been prorogued, making significant legislative and policy achievements. It ran for 145 days, with 68 sessions. The parliament discussed and endorsed the government’s policies and programmes and the budget for the fiscal year 2026/27. The passage of the Finance Bill 2083 and the Appropriation Bill 2083 paved the way for the implementation of the budget. Altogether, 12 important bills were passed and 35 bills, including the Civil Service Bill, were registered. The House approved the Finance and Appropriation Bills, the Money Laundering Prevention (Third Amendment) Bill, the Public Debt Management Act Amendment Bill, the Bill to Amend Some Nepal Acts, and six bills designed to replace ordinances. The President certified 11 bills. The long-awaited ‘Bill to Amend and Consolidate Laws Relating to the Federal Civil Service, 2083’ seeks to replace the three-decade-old Civil Service Act, 2049. The bill, which has been a subject of prolonged debate and widespread interest, proposes raising the mandatory retirement age for civil servants from the current 58 years to 60 years.
