Russia-Ukraine War Latest News:  India has suggested a three-part framework for the truce with an intention of mitigating the dangers arising out of the Russia-Ukraine conflict. The three parts of the truce include halting any attacks on energy installations, ensuring the uninterrupted flow of energy resources and grains in Black Sea harbors, and stopping attacks on merchant ships in the Black Sea.

According to sources who have knowledge of the proposal, it was communicated to the leadership of Ukraine during External Affairs Minister S Jaishankar’s September 3 visit to Kyiv. The Ukrainian side acknowledged receipt of India’s proposal and claimed that the proposal made by India was the “most comprehensive” out of the four ceasefire proposals presented to Kyiv by India, Türkiye, Egypt, and the United States.

The three parts of the truce are not a comprehensive solution to end the war. It consists of practical steps which could help in minimizing the attacks and protection of critical infrastructure.

India’s proposal encompasses three distinct zones within one truce agreement. The first involves a halt to attacks on energy-related installations, as well as on any infrastructure. The second is related to ensuring the transit of grains and energy products through Black Sea ports. The third involves stopping attacks on merchant ships navigating through the region.

The Indian proposal comes amid continuing attacks against infrastructure and commercial vessels that pose danger to civilian life, sailors and global maritime trade. India has revealed that it has started having practical talks with Russia and Ukraine on reducing hostilities between them.

The first point of the proposal aims at stopping attacks against energy facilities and other critical infrastructure.

Additionally, Ukraine has noted that any effective ceasefire should cover attacks on energy infrastructure and ports, instead of concentrating only on frontline fighting. According to Sybiha, Kiev was open to discuss different types of ceasefire, but also wanted to include energy infrastructure and ports in addition to the Black Sea.
